Once a way for humanity to control water near by the city‚ it's now used as a way for citizens to escape the city from the combine and a way for the combine to control more parts of the world․ Civil protection are stationed out here‚ watching and waiting for any poor citizen or zombie to stumble across this sector so they can dispose of them․ While this is a place for the combine‚ the citizens of earth still manage to go here without being detected․ ［Thank you to Valve for originally making this map］
